Where the Israelis haven't go around to putting up the massive concrete wall they have used so effectively to box in the Palestinians, they use an electrified fence. This was taken in Beit Sahour, just east of Bethlehem. A nearby West Bank settlement (on Palestinian Land) has used security as an excuse to annex an olive grove from its owners.
